right, terry. as the tech economy has heated up, a lot of companies are finding it worth a little extra money to have their product made here close to home which is why facilities like this one are growing and hiring. it's like opening a present that will be giving gifts for years to come. san jose's best-tronics taking the wraps off a giant 71,000-square-foot manufacturing facility by giving locals a place to see their products being made is bringing testing back. >> here they can just drive down 101 or 880 and they're here. we can send our engnaers to work. the advantages cannot be quantified. >> reporter: manufacturing jobs, long outsourced to other countries, coming back here to the bay area giving the already hot tech industry a slightly different shot in the arm. >> and so there's another

category of jobs, technical jobs. there will be some ph.d.s but people with technical degrees and technical expertise in manufacturing. we've lost a lot of that over the last few decades and it's great to see it come back. >> reporter: as we buy more mobile technology, more components like these have to be made and tested to fit into our gadgets. and that means more jobs in facilities like this one. >> absolutely. in fact, we've already hired -- if you look at our head count what it was last year and what it is now, it's about a 15%, 20% increase because we were planning for this move for a while, make sure we got the right workforce trained and all that. >> reporter: new jobs for a veteran industry making a local comeback. on top of that, news this evening from our colleagues at the "financial times" that google is considering making its wearable glasses here in the bay area. no comment yet from google. you may remember that apple ceo

tim cooke said in the not too distant future his company will make a map close to home. reporting live, scott budman, nbc bay area news. thank you, scott. santa clara has become the first city in the country to use its utility company's infrastructure to power citywide wi-fi for free. it is putting in advanced meters similar to smart meters to get that data from the meters they built a new wi-fi network and realized they could add a freebie for residents and workers as well. >> putting in a system for a u utility use. adding free wi-fi to a system that already exists was very easy. >> silicon valley power will offer that service but it's just a fraction of the revenue it generates every year and while the free service is great for web surfing, just like any free wi-fi network it is not secure. that means you shouldn't use it to do any online banking or

credit card transactions. people who don't want the meters can decline and you can still use the free wi-fi. bolt blunder. a discovery that has caltran answer i answering questions about the new span of the bridge. several massive and very important bridge bolts have snapped and those big bolts are supposed to help protect the bridge during the big one. nbc bay area's kimberly tere joins us with more on the problem and, really, what's the solution for this now? >> reporter: they don't have one right now. they're going over many options. the bolts we're talking about are between 9 and 24 feet. replacing them is not going to be easy. in fact, it might not even be a possibility. the new eastern span of the bay bridge is scheduled to open in just over five months, but a week ago a new engineering problem was discovered, several massive bolts or rods have snapped.

>> and this is a pretty clear indication that a rod has broken. these are tightened up with significant amounts of force so when these rods do snap, they pop up basically. >> reporter: about a third of the bolts used in one section of the bridge have now snapped and fixing them may not be an easy task. >> they're not easy to get out. again, it relates to the access issue. they have to be extracted as far as you can pull them out and then you have to cut a piece off. >> reporter: transportation officials say the bolts made in the u.s. are failing because of excess hydrogen in the steel which causes them to become brittle. here is the view from under the bridge. there are a total of 288 bolts being used in the construction of the span. one option is to replace all of them, but not all of them are accessible. some are embedded in the concrete and can not be replaced leaving caltran scrambling for a different solution. >> this is an important matter no doubt. the eastern span of the bay bridge was built to achieve seismic safety and this element is part of that safety element. >> reporter: the bolts tie the road deck to a supporting pier

below. while they are not responsible for supporting the weight of the bridge, they are part of what will help stain it during a large earthquake. that's key considering quake safety is the reason the new bridge was built in the first place. transportation officials will not tell us how much it might cost to fix this problem but they say they don't expect a delay in the grand opening of the new bay bridge which is expected to happen on labor day. live on treasure island, kimberly tere, nbc bay area news. the 8-year-old girl shot with an arrow while on a field trip on the uc berkeley campus is out of the hospital tonight. university of california police believe this picture today of the 20-inch crossbow arrow that struck the san rafael girl yesterday, hit her right in the thigh. she was on a life-sized model of a whale at the hall of science when she was hit by the arrow. she was taken to children's hospital where surgeons removed it. she is expected to fully recover. they are still trying to figure

out where the arrow came from and whether the girl was hit on purpose or accident. she lost thousands of dollars in a super bowl ticket scam but a hayward woman is one step closer to winning justice tonight. the man accused of taking her mr money and mocking her is behind bars. he will be charged with theft. police say he ran an ad on craigslist offering to sell four super bowl tickets. sharon osgood, a 49ers fan, responded. talked to him on the phone, e-mailed him for four days. she wired him $5,900. instead of tickets she only received a taunting note saying go ravens. >> he has like 14 or 15 different addresses and that's how they tracked him down in las vegas. he had things going on everywhere. does it make me feel better that he's behind bars? yes. >> it sure sounds it. the story made national headlines, the ceo of

ticketmaster gave the family four super bowl tickets. any money recovered from fans goes to ticketmaster. today authorities recovered the body of a campbell man who fell off a pontoon boat during spring break. 25-year-old fowler's body was pulled from thompson bay this morning. he was first reported missing yesterday. they say he was on a boat taking a picture when he fell overboard and wasn't wearing a life jacket. witnesses say they saw blood in the water after he went missing. police say they won't have a cause of death until an autopsy has been conducted. how a bar gaj truck hit a 7-year-old girl and her grandmother this morning. the two were crossing the street around broadway at 7:00 in the morning when the truck hit them. police say the young girl's foot was crushed. she was taken to general hospital and awaits surgery. the grandmother suffered leg injuries. the truck driver has not been cited yet, but police say the accident is under investigation. fire investigators now say a

fire that damaged three buildings in san francisco's bayview district is suspicious. the fire started about 1:00 this morning in a two-story house near third street and quickly spread to two neighboring buildings. no residents injured but 20 people were displaced. many say they were awakened by an explosion. >> i went to the front room and i seen the fire trucks and i went to my son's bedroom which is in the middle and i see all these barreling toward our apartment complex. i was like, wow. so i end up running back to the bedroom. i think i was more or less shocked but not fear. >> two firefighters suffered minor injuries battling that fire. it was no ordinary mission for san jose's s.w.a.t. team. an emotional scene at a local hospital as the s.w.a.t. officers help a sick child realize his dream, and they are stepping up, too, with hopes of saving his life. >> reporter: there's a lot of confusion at the golden gate

car confusion. that's what many found it at the golden gate bridge. for the first time ever toll takers are gone, replaced by technology. enough to leave some drivers dazed and confused. nbc bay area's cheryl hurd has

been out there all day with a look at how people are handling the change. cheryl? >> reporter: well, terry, as you can see cars are rolling smoothly through the golden gate bridge toll plaza but, believe me, earlier today things were much different. at the golden gate bridge toll plaza now 25 miles an hour. some worry that on this first day of all electronic tolling people would be going too slow. >> i'm getting quite a few over 40 at the moment. i have a 40. 41. >> reporter: but chp officer barkley found just the opposite in some cases. >> we had quite a few readings over 60 coming through the toll plaza which is a pretty terrifying speed to go through such a narrow space. >> reporter: the first day of the landmark willing to system

was confusing for a lot of people. >> no stopping there. >> reporter: a voice from on high telling drivers not to stop. as some sped by, others were left desperately looking for someone to take their cash or in this case a credit card. >> i have no idea. i'm visiting. >> that's what we're running into right now. no stopping through the to plaza and you should receive something in the mail that will explain how to take care of it. >> you go online, make a one-time payment, 30 days before you get here if you want to. you can go in person, online, over the phone, cash, credit card, so there's a lot of different ways to pay your toll now. >> reporter: the switch to all electronic tolls is something the district has been working on for a while. bridge officials say the preferred way to pay the toll is through fast track. in fact, that's how 70% of the drivers who cross this bridge do it. if they don't have fast track, then a camera will take a picture and a bill will be sent to your home.

that system has some wondering about what happens with a rental car. >> i think it's great if it wor works. i mean, this is a rental car. i assume they're going to bill the rental company and they're going to have to come to me and how long will that take? i don't know. >> the rental car companies have willing to tolling programs. as a renter you need to ask. >> reporter: all day long people have been handing out these leaflets explaining what to do. it's going to take a while for people to get used to it. reporting live in san francisco, i'm cheryl hurd, nbc bay area news. okay, thanks, cheryl. the skyline you're used to seeing on 101 in the midst of a makeover, san francisco city leaders broke yound on what will be the tallest building on the west coast today. joe rosato jr. shows us, a city in transition. >> reporter: there are plenty of tall buildings in san francisco. it's tall eest is the transamera pyramid stretches 853 feet into the sky. that's followed by the boa

building. but soon they'll both be looking up at the new transbay tower. >> it's 1,070 feet tall, the tallest west of the mississippi. >> reporter: today city leaders kicked off construction at the site of the old terminal at first and mission. in a morning ceremony the developer boston properties handed the transbay authority a towering check for $191 million for the land. >> it was going to be a highly suspendable building. we have a special kind. >> reporter: the architect isn't afraid of heights. he's built some of the world's tallest buildings and now is designing what will be the nation's seventh tallest. >> always been a very happy, gentle, delightful place. >> reporter: the tower will be the centerpiece of the new transbay terminal, a hub of

par parks, home, retail and 11 transportation systems including cal train and possibly high-speed rail. >> it will also mark on the skyline that the central place in the city is our transit station. i think making a really beautiful statement about our values and our priorities. >> reporter: the project also makes a statement about the bay area's resounding economy nearly 50 construction cranes are curre currently etching their imprint on san francisco's skyline. >> we're in the middle of an incredible construction boom driven by the growth of silicon valley companies. some of them are located in the city. most are not. >> reporter: the tower was actually scaled down more than 100 feet after complaints it would cast shadows on city parks. it's expected to open along with the terminal in 2017 which will have people looking forward and up. joe rosato jr., nbc bay area news. people living in concord can

no longer grow medical marijuana outside. the city council says that while it understands the med icinal benefits of pot. they will begin enforcing the new rules after warning people who grow medical marijuana in their backyard. it will be okay to grow a pot indoors as long as the plants are not visible from the sidewalk. the council band pot d dispensaries in 2005. let's check in with meteorologist jeff ranieri. jeff, we certainly saw a difference between yesterday and today. you can see those clouds coming in. yeah, the onshore flow strong. getting a little bit of drizzle and where where the clouds were the most numerous, temperatures dropping off in the north bay and east bay with plenty of widespread low 60s. 60 for your high. 61 san rafael and 64 in concord. let's get a look now. the marine layer and fog is very extensive stretching up across the north bay, the immediate coastline, the peninsula for the south bay. no matter where you go tonight, inspect plenty of cloud cover and airport delays.

it hasn't added up to too much. 24-hour drizzle anywhere from trace amounts to .01 of an inch. only expecting .03 to .05 of an inch. you can see the marine layer look i looking back to the coastline, 1,500 feet. and that's not going anywhere as we head into tomorrow. also in emeryville it is fogged in right now. you can't even see san francisco. that's what it's pointed at. if it you're doing any traveling over the bay bridge and the golden gate bridge, expect delays and backups as drivers are having to slow down and also, again, a little bit of that drizzle. we do have sunshine in san jose. you can see it mixed in quite a bit down in the south bay and that's where we do have some upper 60s to 70 degrees. now let's get a look at tomorrow morning. the cloud cover widespread here at 8:00 a.m. temperatures in the upper 40s and low 50s. cloud cover will pretty much hang on throughout the noon hour, just a slight chance of a shower here on thursday. then by the afternoon we'll get

the world champs are heading home. the giants will be back in action at at&t park tomorrow nate. as lawrence scott reports, they get ready for the team and the fans, too. >> reporter: as the field crew gets at&t park ready for the giants thursday night ex hibitin against the oakland a's, the team's top brass took some time to share what's in store for the 2013 season from promotions to some of the new food items on tap and the experience the ballpark will be part of a year long celebration with the world champs. >> you get to the winter months, you can't wait to get together again and now i think it's really true. we have a game here tomorrow night. opening day is right around the corner. fans can't wait to get back into the ballpark, see their favorite players again and start enjoying baseball. >> reporter: one of the predominant themes will be how giants fans are part of what's brought two world series titles to the bay area in the past

back to our top story, breaking news out of san jose. an officer involved shooting. >> the scene is unfolding near the 1800 block of almaden road. kris sanchez is live with new details. >> reporter: hi there.

we just talked with detective morales and the san jose police department who just arrived on scene. it sounds like this was a situation where someone spotted what was believe d to be a stoln car and officers stopped to question the driver and the passenger of that car. as the officer was questioning the woman driver, she was blocked in by another vehicle. she backed up and rammed into the police officer, not into the officer's patrol car, but into the officer himself. we can tell you that it was the driver of the red car that happened. that's when the officer felt that there was a danger to his person, a danger to his life, and he took out his weapon and fired into the car hitting at least the female driver once and perhaps injuring, also, the passenger. a witness here on the scene says that he saw the second part of that when the officers were able to bring that suspect down and that woman was transported by ambulance and the other suspect

was taken out in cuffs. >> the gunshots, rapid fire, five, six, pow-pow-pow-pow. the cops had their guns drawn on the red car. the doors were open and he just kind of stood there and watched everything unfold from there. >> reporter: now we've seen officers canvassing the neighborhood. it's a high-density area where there is multiunit housing and also some residences there, some businesses as well. it looks like this may have happened in the driveway of one of the residences here. again, a woman driver thought to be driving a stolen car rammed her vehicle into a police officer injuring him. he is being checked out at the hospital right now. she is at the hospital along with a passenger who was also taken into custody. all of this beginning with a report of a stolen are car, someone vigilant in the area saying, hey, that looks like the car that was taken a couple

nights ago perhaps. in san jose, kris sanchez, nbc bay area news. great job, kris. thanks very much. it is known as doma. tonight legal experts say its days appear to be numbered. the supreme court heard arguments for and against the defense of marriage act. the federal law signed by bill clinton prevents legally married same sex couples from getting any federal benefits. marianne favro joins us now with more on today's oral arguments and what experts are saying about the court's questions. >> reporter: well, it could potentially mean those who were married here in california before prop 8 wept enter into effect would be entitled to federal benefits and potentially save thousands of dollars. the question before the u.s. supreme court focused on the federal defense of marriage act or doma and whether it's constitutional. the law enacted in 1996 denied federal benefits to legally married same-sex couples. a law professor says based on the types of questions the justices were asking, doma may not be around much long er.

>> it does seem there's a very good chance the court may strike doma down. four of the justices seem to think there are equality problems. >> reporter: ruth bader ginsberg says being endorsed by the state but not the federal government was a skim milk marriage. >> for the federal government then to come in to say no joint return, no marital deduction, no social security benefits, your spouse is very sick but you can't get leave. people -- if that set of attributes, one might well ask, what kind of marriage is this? >> reporter: kennedy expressed concerns about the risk of doma infringing on the traditional role of the states to define marriage and the federal government denying benefits to same-sex couples. >> but when it has 1,100 laws,

which in our society means that the federal government is intertwined with the citizens' day-to-day life, you are at real risk of running in conflict with what has always been thought to be the he essence of the state police power. >> reporter: professor cain says if doma is struck down as unconstitutional -- >> all couples legal ly married in the state would suddenly be eligible for those benefits. >> reporter: federal benefits with a big payoff for some. >> they may be saving $3,000, $5,000 a year. >> reporter: today's oral arguments lasted two hours. the justices are expected to issue a ruling in june. not all same-sex couples will benefit financially if doma is struck down. some stand to lose thousands of dollars because of certain federal marriage tax penalties. now if you would like to hear all of the oral arguments at the high court today, go to

nbcbayarea.com. marianne favro, nbc bay area news. focusing on the constitutionality of the issue as you heard, how does it play out politically? we tern to larry ger sten for some answers. the bottom line has the lbgt vote come of age? >> reporter: it sure seems so. the vote is increasingly important, jessica, for a couple of reasons. first, look back at the 2012 presidential election. what do we see? the vote going for democrat barack obama by a 3-1 margin over mitt romney. wow. now that margin may well have been the difference in states like florida, ohio and virginia, all close wins for obama. second, people identify iing themselves as members of the lgbt community are growing. look, only 1.9% of americans refer to themselves as gay. but ask those between the ages

of 18 and 29 and the number jumps to 6.4%. that's the young vote that seems to be moving so much so towards respecting this issue. >> and we really see the shift when it comes to public opinion especially here in california and in a relatively short amount of time, no? >> you said it. dramatic change here. despite the muddled state of proposition 8, public opinion here now approved same sex marriage by a 2-1 margin. take a look at how quickly this change has taken place according to a recent field. just over ten years you see the shift from against it to 2-1 for it. clearly california is really ready for the supreme court to permit same sex marriage. >> but it's the supreme court. the justices are always saying they're not affected with by public opinion, that they're only concerned with the constitutional question. but do they measure the tea leaves at all? >> hey, you know, what they say and what they do are sometimes

very different. the supreme court labors to never get ahead of public opinion in its interpretation of law. it's difficult to ignore public opinion altogether especially as more states, now nine, adopt gay marriage. so the question is whether the public has moved enough on this issue to given the court the room to take a fresh look at gay marriage in the same way that the justices have overturned things like banning homosexual relations. that answer we won't know for months. either way, at least for now democrats are benefiting a lot more from the debate, the republicans, and that could be part of the equation for 2014. >> always with the long view, thank you very much. we appreciate your insights. new details tonight about the gunman in the shooting of arizona congresswoman gabby giffords two years ago. investigators have now released thousands of documents and for the first time we're hearing jared loughner's parents said about their son. they said how he grew erratic

and delusional in the months leading up to the rampage. he became paranoid. his mother said she heard him having conversations with himself. they never had him evaluated. they did take away his shotgun and his father disabled his car at night. loughner is accused of shooting and killing six people and severely injuring several more including congresswoman giffords. he is now in a mental facility. everything from your computer to netflix is streaming slower today, there's a reason for it. an internet hosting company has been the target of a spam attack so big it's threatening to slow large chunks of the net. mcafee says the company's servers were targeted by hackers and while you may have seen some slowing, the attack is not like ly to cause large scale damage. from 140 characters to a billion dollars a year, the research firm says twitter could reach a

in health matters tonight, grading your health plan. california's annual report card on major health care plans in groups is out and the news is mixed. overall the report showed improved care for children but mixed results for care of adults with chronic medical condition. kaiser was the only hmo to get a top rating of four stars for patient care. the other hmo plans got a three star rating. the report also found access to care wasn't easy to get. blue shield and western health hang were rated as being fair. all other hmos got the a poor rating. ppo insurance plans only significant in a and united health care got a three-star rating. anthem blue cross got easy accessible patient care. it's a big day for cancer research. researchers at more than 100

institutions worked together to identify genes that indicate risk factors for breast, ovarian, or prostate cancer. the big news is scientists have now doubled the amount of genes we know about that will one day lead to new tests that could tell men and women whether they ca carry increased risk for cancer. experts hope this will need to new drugs. they say the genetic information could be put into practice within five to ten years. it's not that far down the road. >> no. so umbrella is the word of the day and poncho if you're going to the ballpark. >> yes. keep it close by. we don't have any major storms but you definitely want to keep that handy with that ever-changing forecast. details on when the best chance of rain is going to be in just a few minutes. hello?

to some sunshine heading to the south. we have had quite a bit of that in san jose. a completely different picture with the forecast in full effect. here is what we have happening. the system right now offshore producing mainly most of that rainfall off to the north. for us it's producing a little bit of drizzle with that marine layer. all eyes are focused on the weekend system that for saturday nate and sunday looks to produce scattered areas of rainfall that may also trigger a few thunderstorms. it's going to tap into a good amount of southerly moisture, a little bit more humid so that will be the forecast to watch on your seven-day forecast. more on that coming up. let's get a look at tomorrow morning. a slight chance here of a little bit of green showing up on the radar. again, very scattered. most of this likely some drizzle on the immediate coast line with the onshore flow. not much in the way of sunshine. you can see the extensive cloud cover but by afternoon sun in the east bay, the south bay, the peninsula back to oakland. looks lake you'll hang on to the cloud cover in the north bay and at the coast. we'll start with 44 in santa rosa. mid to upper 40s from san jose to los gatos.
